Summary

The Unified Development Ordinance (UDO) contains the rules and regulations that govern the uses and development of land withing the Town. The UDO is a living document that can be amended based on the needs of the Town. The current UDO was adopted in 2014. Since that time, it has been amended many times due to changing conditions within Matthews, as well as changes to State statutes.

In 2024, the Town adopted Envision Matthews. This plan serves as the primary source of guidance for the Town Board of Commissioners in their decision-making process regarding rezoning requests, as well as for town staff and the Planning Board in making recommendations regarding these decisions. Envision Matthews has been developed to clearly communicate the message of who we are and what we want our Town to be in the future.

Town staff is now updating the UDO to make sure that it aligns with the goals and visions identified in the plan.
